Condemning the use of pressure in opposition to jail inmates, J&K High Court Bar Association (HCBA), Srinagar, Saturday stated that “asking prisoners to shift from antique barracks to new ones at some stage in nighttime hours is not permissible beneath the law.”
HCBA standard secretary Muhammad Ashraf stated that HCBA has determined to absorb the matter before High Court. He stated under jail laws each prisoner has a proper to human dignity and non-deprivation of his essential rights. He said jail inmates have to be provided ok food regimen, health, Medicare, clean and hygienic conditions and right clothing, bedding and equipment through authorities.

“There is however no law which provides that after sundown the prisoners have to be marched out of their barracks for transferring to every other location or subjecting them to any unwell treatment. Asking the prisoners to shift from old barracks to the brand new ones at around nine pm on Thursday turned into now not consequently permissible beneath regulation,” he maintained.


As said in advance, two inmates were injured in a single day clashes that rocked the Srinagar Central Jail after a few prisoners objected to their moving from old barracks to the brand new ones. The authorities have ordered a probe into the incident.
“It is but unlucky that government of Central Jail had requested the inmates to shift at nine pm which reportedly causes an altercation. HCBA believes that the story of shifting of inmates from antique to new barracks is sought to be introduced out by means of the jail authorities now, is not proper but best a cover to hide the fact,” he stated.
“Jail authorities have all along been for the transferring of the Kashmiri detenues and beneath-trial prisoners from Srinagar Central Jail to out of doors jails. HCBA strongly condemns the use of force in opposition to the inmates. We have determined to soak up the problem before the High Court, where a PIL, with regard to the imparting of better facilities to the prisoners, lodged within the jails, both inside and outside the valley, is pending attention. We will call for an appropriate movement against the ones who’ve taken law in their personal fingers and have overwhelmed, ill-dealt with and tortured the inmates of Central Jail, Srinagar, with none authority of law,” he introduced.
